#Fight4Hematology Action Hub

The Office of Management and Budget's (OMB) proposed changes to the federal grantmaking process are possibly the most unpopular in the agency's history. Nearly half-a-million people, including ASH members, have used their voice to denounce this deeply flawed proposal because they know how damaging it would be to the future of medical research and scientific progress. In response, Congress delayed the rule from taking effect until at least December 11. This is a victory for hematologists and their patients. But our work isn't done.

ASH is now calling on Congress to find a permanent block to this rule and keep peer review and scientific merit at the heart of federal grant decisions. Americans have made it clear they do not want politics getting in the way of lifesaving medical research.

"Hematology brings the world of science and medicine together, and ASH is the conduit for this community. We have to make sure we support our youngest and most vulnerable members, because we cannot afford to lose a generation of hematologists and researchers due to funding uncertainty."

2026 ASH President

ABC News highlighted the impact of CDC staffing and program cuts on patient care and featured ASH’s stakeholder letter to CDC Director Erica Schwartz. Despite continued congressional support, staffing disruptions have prevented the Division from operating at full capacity. ASH will continue to raise awareness of these challenges and advocate for the staffing and technical expertise needed for the Division to fulfill its mission.

The American Society of Hematology (ASH) thanks the U.S. House of Representatives for rejecting the Trump administration’s proposed 12.3% cut to the National Institutes of Health (NIH), but remains concerned about insufficient funding, the slow rate of grant disbursement, and recent proposals to overhaul the grantmaking process.

ASH Statement on OMB's Regulation for Federal Financial Assistance Proposal

ASH submitted a comment letter to the Office of Management and Budget’s (OMB) noting our grave concerns about their proposal to convert the Uniform Guidance for Federal Financial Assistance to a regulation. This would replace a flexible administrative framework with prescriptive requirements, which are less responsive to the evolving needs of medical research and federal grant administration. The new rule would overhaul how grants, cooperative agreements, and other forms of assistance are managed, and it would affect all federal agencies. ASH fears this will weaken the nation’s medical research enterprise and threaten public health. ASH requests that the administration rescind the proposal immediately.

Proposed Change From Trump Administration Threatens Federal Funding of Research and Public Health Programs

The Office of Management and Budget (OMB), which is part of the executive branch, issued a proposed rule, "Regulation for Federal Financial Assistance," that would apply to all federal departments and agencies and significantly reshape the federal grant-making process. The proposed policy is a sweeping departure from decades of best practices in federal merit-based grantmaking. ASH and others in the medical and scientific community are extremely concerned about the negative impact this proposal will have on the research enterprise, the advancement of science, public health programs, and access to care for vulnerable populations.
