Congresses Passes Final FY 2010 NIH Funding Bill

On December 8, a House-Senate conference committee approved a fiscal year (FY) 2010 omnibus spending package (HR 3288) that includes funding for all federal programs funded through the Labor-Health and Human Services-Education appropriations bill, including the National Institutes of Health (NIH).

The conference agreement includes $31 billion in funding for NIH, a $691.8 million (2.3 percent) increase over final FY 2009 funding, and $250 million more than the President's FY 2010 budget request.  The funding for NIH contained in the conference agreement represents a compromise between the $31.3 billion provided for NIH in the House-passed Labor-HHS bill and the $30.8 billion recommended for NIH in the Senate Appropriations Committee’s draft Labor-HHS bill.  NIH has been operating at FY 2009 funding levels under a continuing resolution since the 2010 fiscal year began on October 1.

The House passed the bill by a vote of 221 to 202 on December 10, while the Senate passed the measure on December 13 by a vote of 57 to 35.  President Obama is expected to sign the bill into law prior to the expiration of the current continuing resolution on December 18.
