Because the Congress was unable to complete work on the fiscal year 2013 appropriations bills, it passed a continuing resolution (C.R.), which only funds the government through March 27, 2013. The National Institutes of Health issued an Oct. 11 notice stating non-competing research grant awards will be funded below the level indicated in the most recent Notice of Award, or "generally up to 90 percent of the previously committed level," until the FY 2013 appropriations are enacted.
